President of the Russian Federation V.Putin signed a decree on a simplified procedure for obtaining citizenship of the Russian Federation for certain categories.
The decree “On certain categories of foreign citizens and stateless persons who have the right to apply for admission to the citizenship of the Russian Federation in a simplified manner” was published on the Kremlin website on May 1, 2019.
In particular, such a right is given to citizens of Ukraine who do not have citizenship (citizenship) of another state, as well as to stateless persons who were born and permanently resided in the territories of the occupied Crimea and the city of Sevastopol, who left the specified territories until March 18, 2014, and their children, including adopted children, spouses and parents.
In addition, citizens of the Russian Federation under a simplified procedure may be obtained by citizens of Ukraine and stateless persons who have a temporary residence permit or residence permit in the Russian Federation, a refugee certificate, a certificate of temporary asylum in the territory of the Russian Federation.
Also, the decree includes people who have a participant certificate of the State Program to assist in the voluntary resettlement to the Russian Federation of compatriots living abroad who permanently resided in the territories of certain districts of Donetsk and Lugansk regions of Ukraine as of April 7, 2014 and April 27, 2014 Accordingly, “as well as their children, spouses and parents.
In addition, in a simplified procedure, citizenship of the Russian Federation can be given to foreign citizens and stateless persons “who are themselves or relatives in a direct ascending line, whose adoptive parents or spouses have been subjected to illegal deportation from the territory of the Crimean Autonomous Soviet Socialist Republic, as well as to their relatives in a direct descending line adopted (adopted) to children and spouses. “
At the same time, among the documents that must be submitted by these categories of citizens of Ukraine and stateless persons to obtain Russian citizenship are “documents confirming the absence of drug addiction and infectious diseases that are dangerous to others” and a certificate of absence of HIV infection.
However, these documents are not submitted by those who have a temporary residence permit in the Russian Federation, a residence permit, refugee certificate, certificate of temporary asylum or a participant in the State Program to assist the voluntary resettlement in Russia of compatriots living abroad.
The decree stipulates that the period for consideration of applications for admission to citizenship of the Russian Federation and making decisions on them should not exceed three months.
The decree comes into force from the date of signing.
Nevertheless, we do not recommend applying for Russian citizenship now, as in the future you may have problems with freedom of movement due to the unstable political situation in Russia and the lowering of the status of Russian citizens in most civilized countries of the world.
